At the North South Ministerial Council Plenary Meeting held on 28 June 2002 in Armagh, the Council considered proposals on Obstacles to Cross-Border Mobility on the Island of Ireland.
A Study on the matter, undertaken by consultants, had been published earlier that year, followed by an extensive public consultation.
