The Centre for Cross Border Studies, in partnership with the North/South Ministerial Council Joint Secretariat, has been commissioned by the EU’s cross-border INTERREG IVA programme to manage the second phase of the cross-border mobility information website. The website – www.borderpeople.info – is a central information point for people who wish to move across the Irish border to live, work, study or retire.
The Centre wishes to invite tenders for the off-line marketing of www.borderpeople.info for the 30 month period from 1 June 2009 to 30 November 2011. All applicants must have a proven capacity to undertake similar marketing projects and a strong interest in cross-border issues.
Background
In 2001 the NSMC commissioned PricewaterhouseCoopers and Indecon Economic Consulting to carry out a comprehensive study of Obstacles to Mobility between the two parts of the island of Ireland. This study looked at a broad range of obstacles which hinder or constrain people from moving across the border in either direction to live, work or study. Among the categories examined were taxation, social security, pensions, health services, childcare, housing, transport, education and training, employment law and recruitment practices, telecoms, banking and insurance.
The study identified two main information problems when trying to deal with the mobility issue:
- The lack of accurate or up-to-date data about the extent of cross-border mobility to work, use services or retire.
- The ‘complexity and difficulty in accessing information on the range of issues affecting North/South labour mobility’.
Fourteen of the 50 recommendations in the final report were related to information issues, and the study proposed the development of both a physical and a virtual one-stop-shop presence to highlight information on the range of issues affecting North-South mobility.
In response to the study’s recommendations, supported by a subsequent public consultation study, a plenary NSMC meeting agreed in June 2002 to establish a website to act as a centralised point of entry to cross-border mobility information in both jurisdictions. The cross-border mobility information website is the end result of these developments.

Phase Two

The successful applicant(s) will be required to work closely with the Centre for Cross Border Studies and in particular with the cross-border mobility website team led by Joe Shiels, IT Manager.
Timescale
The work will be undertaken over the period 1June 2009 to 30 November 2011.
INSTRUCTION TO TENDERS
Tender details
The tender submission should include details of the following:
- The applicant’s understanding of the assignment
- The person(s) undertaking the work
- Examples of previous relevant work undertaken in marketing websites
- A work plan and timetable for marketing www.borderpeople.info including full details on the processes to be adopted in advertising and publicising the website.
- Figures on the projected usage of the site during and following the marketing exercise which the successful candidate will be expected to achieve as part of the process
- Costs (per day or week) of the assignment including VAT and all associated expenses
Tender Prices & Payment
Tender prices quoted can be in euro or sterling. While value for money considerations will be of importance the lowest tender will not necessarily be the successful one. All prices must be inclusive of expenses and VAT, where applicable.
Selection criteria
The following criteria shall be used in the evaluation of tender submissions
- The calibre and relevance of the person or persons who will carry out the work
- Knowledge and experience of working in the area of marketing and design of online ventures and in particular the off-line marketing of such ventures.
- Knowledge and experience of cross-border and North-South development and information issues
- The ability to commence the project on 1 June 2009. The ability to complete the project by 30 November 2011
